Art of Franken Fran is very good: it's one of the main things that make it as interesting as it is. The creations of Fran require excellent artistic point of view for their intended impact to horrify the reader. I whether the author wanted to make readers feel terrified or amazed of his 'creations' I believe he has succeeded.
As for the characters they are of secondary of importance in the series, in other words it's very much story and art driven manga. Though Fran is in my opinion pretty good and suitable character for such series: she's very naive and good willing even though her actions tend to cause more sadness, feeling of horror in her patients and their relatives so it gives sort of a nice touch in a series that would otherwise just be a story of mad doctor doing evil stuff.
As I previously mentioned, Franken Fran relies a lot on the story and art, of which I covered the art part earlier. Basically Franken Fran chapters are composed of individual stories where people usually find her to fix something. Those include traffic accidents where someone died, cosmetic mistakes/irregularities. The stories can usually be interpreted as some kind of flaws or problems that humans normally have every day, be it a problem with looks or having less muscles than another guy. Fran's ability to fix those things aren't the problem - it's the final result and you'll have to read the manga to find out for yourself.
Franken Fran isn't for everyone. It examines the most horrible possible things you can do to modificate human bodies. Sure it can be described as disgusting, but at the same time it's uniqueness makes it as much interesting. Franken Fran is drawn well and all the cases differ from each other enough; there's no dull moments when it comes to solutions Fran ends up with.
I recommend Franken Fran to everyone who is somewhat bored with traditional mangas and traditional stories. Maybe you'll find something interesting.
