The marine HQ is having their emergency meeting about Doflamingo sudden decision to resign as one of Shichibukai. There is an appearance of New admiral, Sakazuki who killed Luffy Brother Ace and Whitebread 2 years ago. Depending on the current situation and Law action, the new fleet of Government Marine army considered Law to be out from Shichibukai title too. The marine introduce all the 7 new and current Shichibukai, 1 Shichibukai is still hidden from conversation but they introduces the most question and awaited character. Buggy the clown has been appointed by the government to be one of Shichibukai, I assume it's a happy news to all readers and One Piece fan.
Doflamingo aka Joker confirmed to Law in his communication using den mushi about his resignation of Shichibukai. Luffy interrupt and speak to Doflamingo for the first time, he stressed his principle as a pirate to Doflamingo but ended up under Doflamingo pace. Doflamingo was saying that he has something Luffy will wants no matter how much it costs. Luffy thought it is meat but actually the Mera Mera Devil Fruits his brother Ace power, unfortunately Luffy doesn't know it because he cut the conversation.
They agree to return Caesar back to Doflamingo within 8 hours at the solitary Island North of Dressrosa Green Bit Southeast Beach. But that is just be a decoy to keep Doflamingo away from where they are going, Law and Luffy alliance will use the limited time 8 hours to find the Factory which produce the SAD and destroy it.
At the end of scene, Doflamingo is chairing his own meeting to structure his planning. Doflamingo shows the Mera Mera Devil Fuits, and asked one of his trusted comrade to keep it in safe place.
