How the heck does he fly!?

I just happened to reread newest One Piece chapter and I just had to stop wonder couple of things:

1. Are those Doflamingos hands or feet?
2. How in the gods name does he fly?

I wish we'll be getting explanation to his powers in chapters to come. Such a great villain.
